It is ALOT harder to make Izanagi keep up than to just ditch him. You have to grind stats via shuffle time. Grind Levels (persona levels do factor into hit rate and damage) Grind Skill Cards in shuffle time or spend time. Put up with his extreme lack of resistances. No Persona, other than the later game ones, are worth keeping really. You need to be fusing constantly, once a Persona learns all of its skills (and even before then really) it's time to move on and fuse it off.
